Colonel Mark W. Tillman
Chosen as the nation’s 12th Presidential pilot, Colonel Mark W. Tillman served as pilot and commander of Air Force One from 2001-2009. Col. Tillman was at the controls of Air Force One through numerous national events. Most notably, he protected the President on September 11, 2001, by keeping him out of harms way and connecting the flying oval office to the nation’s first responders.

Col. Tillman’s distinguished career spans 30 years in the United States Air Force. He was awarded the Distinguished Flying Cross in 2004 and promoted to Brigadier General by the President of the United States—the first military line officer to receive this honor. For political reasons this was not confirmed by the Senate, hence Tillman retired as a Colonel.

Commissioner Candace Franks
Candace A. Franks became Arkansas’s 21st bank commissioner on June 13, 2007. She is the first female and the first professional bank regulator appointed to her position. Governor Asa Hutchinson reappointed her for a third four-year term on June 13, 2015, to continue her leadership role in his administration.

As bank commissioner, Ms. Franks oversees the Arkansas State Bank Department. The Bank Department is the chartering and regulatory authority for state banks that have a main office in Arkansas. As of December 31, 2016, the agency supervised 83 state-chartered commercial banks with total assets of $81.1 billion.

Commissioner Franks served as chairman of the board of the Conference of State Bank Supervisors (CSBS) from May 2014 to May 2015.
John Ahlen
John Ahlen joined the Arkansas State Bank Department in August 2016 after serving as General Counsel for the Arkansas Auditor of State since February 2015. Prior to that, beginning in 2002, Ahlen was Assistant Parliamentarian and Legislative Analyst for the Arkansas House of Representatives.

Ahlen received his Juris Doctor from the William H. Bowen School of Law at the University of Arkansas at Little Rock in 2014.

James L. Carley
Jim Carley joined the Consumer Financial Protection Bureau Bureau as Southeast Regional Director in October 2011 to lead supervision of bank and non-bank financial services firms across fourteen states and the District of Columbia, from Maryland to Florida to Texas. Jim came to CFPB from the Federal Housing Finance Agency, where he led the exam program for the Federal Home Loan Banks.

Prior to FHFA, Jim led the exam program at the Atlanta Regional Office of the Securities and Exchange Commission, where his team supervised broker-dealers, investment advisers, and mutual funds across five states. He began his public service at the Commodity Futures Trading Commission, where he had several roles, including as the Deputy Director for Audit and Financial Review.

John W. Ryan
John Ryan leads the national organization of financial regulators from all 50 states and U.S. territories (District of Columbia, Guam, Puerto Rico and Virgin Islands). He has been President and CEO since 2011 and previously was Executive Vice President (2003-2011) and Assistant Vice President of Legislative Affairs (1997-2003) at CSBS. John also led the financial services consulting practice at a public affairs firm, and worked on the U.S. House Banking, Finance and Urban Affairs committee. He has a B.A. in political science and economics from the University of California at Berkeley.

Throughout his career, John has spoken and written extensively on the nation’s dual banking system, the importance of community banking, and emerging issues such as the regulation of non-depositories and financial technology. During moments of signature federal legislation concerning the financial system -- such as the Gramm-Leach-Bilely Act, Housing and Economic Recovery Act (2008), and Dodd-Frank Act -- John has helped to define the contributions and accountabilities of state financial regulators.

Jay Morelock
Jay Morelock is an economist at FTN Financial. He concentrates on the analysis of economic releases, Federal Reserve policy, fiscal policy, and geo-political events with a primary focus on the U.S. He presents clear and objective analysis of the macroeconomy and its relation to markets through economic projections, written reports, conferences, and public commentary. Viewing the economy from the standpoint of the millennial generation, Jay offers an insightful, front-line perspective on the changing face of the U.S. workforce and its impact on global financial markets. He has appeared on CNBC’s Squawk Box and is frequently quoted in the Wall Street Journal, New York Times, Bloomberg, and BBC. Prior to joining FTN Financial, he worked as a trader in the U.S. fixed income markets.

Jay graduated from the University of Chicago with a B.A. in Economics and received his M.B.A. at New York University with concentrations in Economics and Finance.

Richard Buzbee is an Assistant Deputy Bank Commissioner at the Arkansas State Bank Department.





Susannah Marshall
Susannah Marshall is the Deputy Bank Commissioner at the Arkansas State Bank Department.





Wilks Marshall
Wilks Marshall is an Assistant Deputy Bank Commissioner for the Arkansas State Bank Department, a position he was appointed to in 2005. Prior to this position, Mr. Marshall started as a Commercial Bank Examiner in 1981, and progressed to Group Supervisor, Assistant Chief Examiner and Chief Examiner.


Baker Moseley
Baker Moseley is an Assistant Deputy Bank Commissioner for the Arkansas State Bank Department, a position he was appointed to in 2009. Mr. Moseley started as a Commercial Bank Examiner in 1989, and progressed to Group Supervisor in 1993 and Assistant Chief Examiner in 2005.


Michael Saunders
Michael Saunders is an Assistant Deputy Bank Commissioner for the Arkansas State Bank Department, a position he was appointed to in 2015. Mr. Saunders started as a Commercial Bank Examiner in 1990 and progressed to Group Supervisor of the NW Arkansas office and one of the two groups in Little Rock. He has also worked in the Trust/Compliance area with the ASBD and worked for the Federal Reserve Bank of Dallas as a Consumer Affairs examiner for short time.
